The interjection "none but" implies that the Arabic uses a "restriction pattern" (أسلوب قصر) but it doesn't, so I suggest,

{2:97} Say, "Whoever has been an enemy to Gabriel, verily he (Gabriel) brought it (the Quran) down upon your heart [, O Muhammad], by permission of God, confirming of what is before it and as guidance and glad tiding for the believers."

Quote:
{2:98} Whoever is an enemy to God and His angels and His messengers and Gabriel and Michael - then indeed, God is an enemy to the disbelievers.

I suggest,
{2:98} Whoever has been an enemy to God, His angels, His messengers, Gabriel and Michael - then verily, God is an enemy to the disbelievers.
